Bembridge Harbour Authority - Public Meeting on Tuesday 31st January 2012 Notes

Some notes taken by Robin Powell (Chairman BH Users Association) at the Public Meeting held in the Bembridge Village Hall on Tuesday 31st January 2012.

Introduction - Malcolm Thorpe (MT) introduced his wife Fiona and the rest of the BHIC Staff.

Dredging - top objective is to get dredging done. Graham Hall had agreed to help as a local advisor. Licence applied for, application reference ML/2012/00053, should be able to monitor progress. Time scale unpredictable, but hoping for mid-March. Areas included in the licence are Fishermans, Bembridge Marina, Visitors Pontoon, Redwing Pool, BSC & BHYC. Said that he would like to go to a depth of 2 metres below chart datum (i.e LW Springs) where possible.

Visitors & Visitors Pontoon - needs to have more visitors (Bembridge had around 4,500 in 2011 whereas Yarmouth had 12,000). Lengthening the Visitors Pontoon is therefore under active consideration.

Bembridge Marina & Fisherman’s Refurbishment - to commence soon.

Much help given by BHT and BHUG (and others) that had been very helpful.

Port Marine Safety Code (PMSC) - had already employed a Consultant whose report had highlighted the requirement for the Harbour Office to have a list of every boat in the harbour along with the owners names and tel no. Mentioned Ouzo loss as prime example of need for contacts.

Houseboats - thinks that ways exist to provide sewerage facilities; hopes to establish a representative group and hold a meeting with Houseboat Owners at 09:00 on 22nd February. No longer any Jersey involvement/interest.

Industrial Development - some industrial development (which will increase employment) on the south of Embankment Road is being looked into.

Palmer Memorial - being given back to Parish Council.

Communications - wants to significantly improve communications; plans to produce a Monthly newsletter ‘On the Wind’. Keen for input from local sources businesses etc. Wider news document at Easter and in time for Southampton Boat Show.

Bembridge Harbour Advisory Group (BHAG) - setting up advisory Group, needs nominations. First meeting to be held at 09:00 on 21st February; then very 2 months. First two to be chaired by MT, then possibly the chair to move to an independent chairman.

Community Surgery - every two weeks; first on 7th February; next on 21st February (both at 14:00 - 17:00).

Financial Transparency - Public meeting within 2 months of financial year end to report on financial activity etc.

Harbour Dues 2012/2013 - at 2010 rates and to be actively pursued.

Mooring Charges - at 2011 rates.

Final Comments - knows we have heard it all before but primary objective is stability; thinks it will take him 2 to 3 years to straighten things out. Many thanks for coming.

Someone from Seaview - how did he see it looking in 10 years time? Answer: There would be some small development around harbour for industry & to provide jobs.

Deirdre Hicks - where would dredging spoil go? Answer: to the Nab dumping ground.

Meeting with Malcolm Thorpe, new owner of Bembridge Harbour

A message from Robin Powell (Chairman BH Users Group):

Mike Samuelson and I met Malcolm Thorpe on Wednesday afternoon 11th January 2012 at the Harbour Office when it quickly became apparent that Management of the Harbour will be taking a turn for the better. Malcolm has a number of positive and innovative ideas which he will be revealing at a public meeting to be held on the 31st of January at 6pm in Bembridge Village Hall. This is indicative of his intention to improve communication between himself the Company Employees, Harbour Users and the local community which we thought particularly encouraging especially as this has been so sadly lacking in the past! We spent two hours discussing various matters that have been of concern for some time and came away feeling that our concerns were understood and that they will be sympathetically dealt with. It was very apparent that his enthusiasm allied with his experience with both Cowes and Yarmouth harbours will be invaluable in getting Bembridge shipshape again. We were most encouraged.

QHM - LNTM 16/12

VESSELS CONSTRAINED BY THEIR DRAUGHT OR WHO CAN SAFELY NAVIGATE ONLY WITHIN A NARROW CHANNEL OR FAIRWAY

Mariners are advised that many warships and merchant vessels (including ferries) operating within the Dockyard Port of Portsmouth and the Port of Southampton are at various times “vessels constrained by their draught or vessels who can safely navigate only within a narrow channel or fairway.”

Save for the exception at Paragraph 3 below these vessels, when so constrained, are all to show the signals prescribed in Rule 28 of the International Regulations for Preventing Collision at Sea , i.e. three all-round red lights in a vertical line, or a cylinder, in order to be afforded the privileges of Rules 8(f)(i) and (ii) (Actions to avoid collision), 9 (Narrow channels) and/or 18(d)(i) (Responsibilities between vessels when one is constrained by draught).

Submarines operating on the surface within the Dockyard Port of Portsmouth and the Port of Southampton are to be considered vessels who can safely navigate only within a narrow channel or fairway in accordance with Rule 9 (Narrow Channel) even when not showing the signals prescribed in Rule 28.

If the masters or skippers of vessels under 20m in length, sailing vessels or crossing vessels are in any doubt as to whether a particular vessel is indeed a vessel which can safely navigate only within a narrow channel or fairway or a vessel constrained by its draught, then they are always to give it the benefit of the doubt and treat it as such.

This Local Notice to Mariners is issued jointly by the Queen's Harbour Master Portsmouth and The Harbour Master ABP Southampton.

Portsmouth LNTM 16/11 is hereby superseded.

QHM - LNTM 12/2012

DOCKYARD PORT OF PORTSMOUTH - SPEED LIMITS

NOTICE IS HEREBY GIVEN that in accordance with the Dockyard Port of Portsmouth Order 2005 and NP27, Admiralty Sailing Directions, Channel Pilot (8th Edition 2009) the following speed limits apply:

a. Within Portsmouth Harbour - 10 knots.
b. Within 0.5 nautical miles of the line of mean low-water springs in any part of the Dockyard Port of Portsmouth outside the Harbour - 10 knots.

The speed limit in each case is to be taken as "speed through the water".

Safe Speed. Mariners are also reminded of the importance in proceeding at a safe speed at all times as defined in Rule 6 of the International Regulations for Preventing Collisions at Sea (COLREGS). In particular in the approaches to and inside Portsmouth Harbour, when determining a safe speed, special consideration must be given to small boats. These small vessels could have combined lanterns which may be difficult to pick out against the background lighting, and they may not be detected by vessels with radar at adequate range.

Exemptions. The above speed limits do not apply within designated Water-Skiing and Personal Water Craft (Jet Ski) Areas (see GD 01/11). Fast Military Craft (see LNTM 13/12) will also be exempt on specific occasions for operational training reasons. Any person who has a requirement to exceed the above speed limits for specific reasons should apply to the Queen’s Harbour Master for a licence.
